run the ci pipeline locally before I push 9 debug commits

every pipeline change is the same loop. edit yaml, commit, push, wait 4 minutes, read a log, realise a path was wrong, repeat. my git history has "fix ci" 11 times in a row in it and im not proud of that. its all containers underneath so theres no real reason I cant run the same job on my machine in the same environment. let me pause at a step, look around, fix the command and carry on from there instead of from the start.
